It's the draperies. I think if you look very closely you can see a loop around her big toe, which is how the sandals are attached -- the link in the entry will bring you to the Metropolitan Museum's entry on this statue, and you can zoom their picture to check. Or I could do that, when I'm in a place where I can do that.
